The Network is a global zone which contains cards that are active regardless of the location and for all characters. 

Clarifications:

• States appear in the Network, unless otherwise specified.
• You can perform tasks on cards in the Network from any location.
• The Surveillance card is in the Network.
• The Network is a zone. Cards in the Network are in play.
• The Network is not a location. You cannot move to the Network.
