Effects without a specified timing can be activated during your turn at any time when you are not performing an action. 

You can activate effects on cards in your play zone, the Network, at your location, or on the Chapter card.

Examples for activated effects: 

• “While all characters are at this location: you may escape → Read Conclusion 3.”
• “You may spend the Red Key to open this cell → Draw 1 card from the prisoner deck and Read Section 440. Then, Trash this Lead.”
• “Trash → Recover 2 Action cards at random (from your discard pile).”
